Pipeline Permits & Application Requirements

Pipeline permits are obtained from the Ascension Parish Office of Homeland Security and Emergency Preparedness prior to beginning operations.

The company should submit an application and pay an application fee to determine if a pipeline permit is required. This permit must be available at the site when and where work is being done.

Pipeline products are considered gas, petroleum products, liquids, vapors, water, sewage, drains, cables.

If the pipeline project is planned to route on, over, across or through a parish owned road, right-of-way, canal, drainage ditch, levee or any bayou under the jurisdiction of the parish council in Ascension Parish, a permit is required.  

Any owner-operator, contractor, or subcontractor installing a new gas or liquid pipeline in Ascension Parish must apply for a permit through the Ascension Parish Office of Homeland Security and Emergency Preparedness prior to beginning any operations.  

An application fee is due at the time of submittal. The application fee is based on the number of public road ROW and public drainage ROW crossings. The application fee is $3,000.00 per crossing. If there are no crossings, the application fee is $500.00.

A guarantee deposit is required. A certified check payment is required and should be made payable to the Parish of Ascension. Payment will be refunded with a written request from the applicant after approval is given by the parish road or drainage supervisor.  

For boring or jacking projects, a guarantee deposit of $5,000.00 per crossing is required to ensure the satisfactory completion of the work. This fee is additional to the application fee.  

For any open-cut projects, a guarantee deposit of $50,000.00 per crossing is required to ensure the satisfactory completion of the work.  This fee is additional to the application fee.

All projects will be inspected by an Ascension Parish employee or its delegate. Permit and inspection fees are $3,000.00 per crossing,  

No permit or inspection fees will be required if there are no road ROW or drainage ROW crossings.  

Within forty-five 45 days after receipt of a complete application, the applicant will receive a letter indicating the approval or denial of the application. A pre-construction meeting will be planned within 2 years of approval. A construction permit can be issued after all fees are paid. If the application process determines whether a pipeline permit is not needed, a letter of objection will be issued from the Ascension Parish Office of Homeland Security and Emergency Preparedness. The letter of no objection indicates an application was submitted for review, processing fees were paid, and no permit is required.  

A construction permit expires 12 months from the date of issued. If no construction has begun. A one-year extension may be granted if no construction has begun prior to the date of expiration.

Liability Insurance certificate in the amount of one million dollars ($1,000,000.00), or satisfactory evidence of financial responsibility in a like amount is required. Insurance coverage against all loss, injury, responsibility or peril for claims arising under the workman's compensation laws of the State of Louisiana and/or under any statute of the United States of America is also required.  

All plans, specifications, materials and the installation of pipeline covered in the permit must comply with all parish, state and federal guidelines and procedures for construction and safety. To discuss further, call 225-450-1200.
